The grounds Valve relies on
Valve's help pages describe four kinds of restrictions in Counter-Strike 2 (CS2), and each of them turns on a different fact. First, a VAC ban follows when an account connects to a VAC-secured server while cheat software is running; according to Valve's article on VAC bans (checked on 26 October 2026), VAC bans are permanent, non-negotiable and cannot be removed by Steam Support. Second, a CS2 game ban is issued when a player attempts to circumvent or interfere with game systems to the detriment of others. Valve names as examples cheating, deranking or inflating the Skill Group or Counter-Strike Rating, botting and the disruption of servers, and it describes these bans as permanent as well.
Third, competitive cooldowns follow from abandoning matches, failing to reconnect, kicking or being kicked too often, inactivity, griefing reports or gameplay that VAC flags as irregular. Valve states that ordinary cooldowns have four levels from 30 minutes to one week, whereas cooldowns issued by VACNet for irregular gameplay last at least 20 hours and may reach 180 days. Fourth, trade and Community Market restrictions arise from security holds, new devices, password resets and trade or community bans, and a VAC ban, cooldown or Overwatch ban removes the ability to trade CS2 items. Thus, the label on the account decides what can still be done.
Where the appeal goes
Steam Support, reached through its help site, is the only official channel for questions about a Steam account, and Valve states that its employees never contact players through Steam Chat or Discord. However, Valve's own answers leave little room for an appeal in the strict sense. VAC bans cannot be appealed, CS2 game bans cannot be appealed and are not removed, cooldowns cannot be removed or reduced, and Steam Support cannot modify trading or Community Market restrictions, whatever the circumstances.
Valve corrects its own errors on its own initiative. An incorrectly issued VAC ban is removed automatically after investigation, and an automated cooldown or ban that proves to be incorrect is rolled back by Valve's servers. It shall be noted, moreover, that bans on community servers are not Valve's decisions, because server administrators and third-party ban tools impose them and Valve states that it cannot assist with them.
What the appeal should contain
Since Valve accepts no appeal against VAC bans, CS2 game bans or cooldowns, a request to Steam Support makes sense only where Support itself acts. This is the case, in particular, where a lock freezes the account until the owner contacts Steam Support or where a hijacked account has to be recovered. Such a request should name the account, quote the lock or ban notification shown on it, give the date on which it appeared and, after a takeover, describe the recovery and refer to the related ticket.
A takeover, however, does not change a ban. Valve states that bans remain on an account regardless of who used it when the infraction occurred, and that the use and security of the account are the owner's responsibility. Equally, in games where the developer enables the feature, a VAC ban extends to all accounts that shared the same phone number at the time of the infraction. Valve also does not disclose which software caused a VAC ban or why a game ban was issued. Therefore, a request that merely denies any involvement cannot be expected to change the result.
After the decision
Under Valve's policy, there is no second instance for VAC bans, game bans or cooldowns. A cooldown ends when its timer runs out, and a week of clean play lowers the cooldown level by one, whereas a VAC-banned account can still be used for single-player games, LAN games and servers that are not VAC-secured. Items, however, cannot be moved from a VAC-banned or CS2 game-banned account to another account.
Playing on through another account during a ban may breach the Steam Subscriber Agreement, and Valve states that all accounts owned by an individual may be restricted for such violations. Accordingly, this guide does not describe ways around a ban.
Current enforcement
Whether Valve is currently running a wider enforcement wave in CS2 is recorded on the CS2 ban-wave monitor, and the CS2 appeal page sets out the steps in short form.
Frequently asked questions
Can a CS2 VAC ban be appealed?
No. Valve states that VAC bans cannot be appealed and that Steam Support does not remove them manually for any reason; a VAC ban that was issued incorrectly is removed automatically after investigation.
Is a CS2 game ban permanent?
Yes, according to Valve. CS2 game bans are permanent, non-negotiable and cannot be removed by Steam Support, and Valve does not disclose the reason for a game ban.
How long does a CS2 cooldown last?
Ordinary competitive cooldowns run from 30 minutes at level 1 to one week at level 4, and a week of clean play lowers the level by one. Cooldowns issued by VACNet for irregular gameplay last at least 20 hours and may reach 180 days, and Steam Support cannot shorten either kind.
